Control System Technician

City of Boise

This is a Full-time position in Boise, ID posted July 22, 2021.

The Department of Public Works is responsible for managing and maintaining all services related to our resources. From compost to water renewal, and waste management to renewable energy, everything done is for the betterment of our community. We are currently recruiting for an experienced Control Systems Technician.    

This position will perform highly technical work writing and modifying integrated automated controls programs at water renewal (wastewater treatment) and collection facilities. This role will develop and modify Graphical User Interface (GUI) screens for process control changes. Utilize Programmable Logic Controllers (PLC) and Human Machine Interface (HMI) code to guide troubleshooting efforts. Develop training materials and train others on the use of the Supervisory Control and Date Acquisition(SCADA) system, plus reporting and monitoring tools.

Utilizes PLC programming languages, HMI programming, designs and implements program modifications to enable changes to plant process control and operations while maintaining operations division objectives. Assists operations and maintenance staff with troubleshooting, repairs and installations. Uses schematics to diagnose and troubleshoot control-related issues. Responds to emergency on-call and after-hours calls. Devices integrated into PLC/HMI environment include variable frequency drives (VFD), modulating valves, level transmitters, pressure transmitters, flow meters and toxic and explosive gas meters. Installs new programs and computer workstations in designated locations. (50%)

Creates and maintains SQL database queries to collect plant process data for EPA permit compliance reporting and for monitoring plant operations; creates queries and trends utilized in determining timetables for future growth; creates and updates circuit and control schematics, flow charts, process and instrumentation diagrams to maintain accurate record drawings of plant control systems using AutoCAD. Researches new and developing programs that can be utilized throughout the division for process control and monitoring purposes. (20%)

Assists staff in planning modifications to plant process control network. Coordinates with IT department regarding control systems security, hardware, access for contractors and troubleshooting network issues. (10%)

For plant modifications, reviews engineering and process expansion plans to ensure consistency of integration control schemes and monitors compliance with established plant standards and related documentation. Participates in control system commissioning and validation process. (10%)

Provides subject matter expertise to operations personnel on proper use of various software tools for process control, data collection. (10%)

Job Requirements:
Required Knowledge, Experience, And Training
Associate degree in instrumentation or related trade certification and five years’ experience installing, repairing and maintaining industrial instrumentation and control systems; two years’ programming and connecting Wonderware SCADA software (System Platform Galaxy and WWHistorian), Allen Bradley PLCs and VFDs; Proficient with AutoCAD to create and edit electronic drawing files, or an equivalent combination of education and/or experience.

Level of Knowledge:
Functional knowledge of standard practices, materials, tools and equipment used in process control systems; programming techniques and software used in PLC, SCADA and HMI systems; systems analysis and design; electronics, instrumentation design and calibration; pumps, motors, hydraulic systems; Microsoft Office software (Word, Excel, PowerPoint, etc.); SQL database software; AutoCAD drawing software.

Abilities:
Ability to read and interpret blueprints, circuit schematics and related documents; troubleshoot electronic and pneumatic systems; develop, implement, troubleshoot, maintain and effectively utilize PLC systems (Rockwell controlLogix5000), Ethernet communications in conjunction with VFD’s I/O racks and peripheral Ethernet equipment and HMI software (Wonderware Aerchestra 2017, Historian and Dreamworks); detect and define obscure problems and propose feasible, cost-effective solutions; draft, read and interpret typical electronic schematics, P&ID’s IO Lists, flow charts and other programming documentation; use excellent record keeping and writing abilities; present information effectively in individual and group settings; maintain required certifications; display an attitude of cooperation and work harmoniously with all levels of city employees, the general public and other organizations; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation. Proficiency with Instrumentation and other sensing equipment.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Seven years’ experience with automated control and instrumentation equipment including installation, calibration and repair of said equipment; working with PLCs to include wiring automated controls and instrumentation and troubleshooting equipment; using PLC monitoring programs as well as programming PLC and HMI applications; Proficient using AutoCAD to create and edit electronic drawing files, or an equivalent combination of education and/or experience.

Experience in a Class IV wastewater treatment facility.

Wastewater Operator Class I License or equivalent experience in wastewater operations.

Licensing And Other Requirements

Valid driver’s license.

Ability to obtain an Idaho Wastewater Treatment Class I License or Operator in Training (OIT) certificate within six months of employment.

While performing the duties of this job the employee is frequently lifting/carrying up to 20 pounds, occasionally lifting/carrying up to 10 pounds and rarely lifting/carrying up to 35 pounds. Also, the employee is always pushing/pulling up to 20 pounds, frequently pushing/pulling up to 35 pounds and rarely pushing/pulling up to 75 pounds. The noise level is frequently very loud and rarely moderate. Work includes sensory ability to talk, hear, smell and touch. Work in this position also includes close vision, distance vision, peripheral vision and depth perception. Employees will sit, stand, walk, stoop, kneel, crouch, crawl, reach, grasp, climb and balance. Position requires hand/finger dexterity.Additional physical efforts include: ability to work on equipment that can only be reached from ladders and lift equipment..

Working Environment
The work environment will include inside conditions, outdoor weather conditions, extreme temperatures, in wet and humid conditions, with areas of dust, odors, mist and gases or other airborned matter. Employees are exposed to mechanical and electrical hazards, work in/at heights and confined spaces. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals. Slip hazards caused from ice/snow in winter, wet floors in washdown areas, grease, wet polymer in dewatering areas, wasps, spiders, and mosquitoes.
Reports to facility in case of emergencies.
