IT Director Project and Program Management


Position Summary:
The IT Director of Project and Program Management provides day-to-day management of project management, program and portfolio management teams that support the full portfolio of application and infrastructure services provided to Kootenai Health and our regional affiliates and downstream customers. The IT Director of Project and Program Management manages a team focused on the successful implementation and enhancement of designated Epic applications, modules and third-party applications, as well as infrastructure and security services. This position is responsible for intake and portfolio management, and project management for corporate governance councils as well as enterprise and line-of-business projects. This position is responsible for managing a departmental budget, and managing expenditures.

Provides leadership and day-to-day management of a project and program management team that is responsible for applications, infrastructure, biomedical, security and regional services governance, projects and enhancements

Provides program and project oversight during the initial implementation of Epic, including the designated Epic modules, interfaces and third-party applications that support clinical and business operations

Develops and maintains a documented process flow and procedures for project management and project office functions which follows generally accepted project management practices

Develops and maintains an effective reporting and communication plan for target audiences (executive management, project stakeholders, downstream customers and others)

Develops and maintains a documented process flow and procedures for effective change management

Helps define and implement portfolio management (IT Project Governance) policies and processes to support fact-based decisions on investments into Information Technology projects

Participates in discussions and activities regarding IT project funding, resourcing and prioritization while advocating for the business as it relates to programs and projects

Provides direction and oversight to the team responsible for facilitating the request intake and ideation process

Navigates processes for funding and execution of IT programs and projects, monitoring funded and unfunded initiatives

Mentors project leaders, developing consistent skills for project management

Mentors and develops other team members through coaching and influence rather than through direct supervision

Responsible for staffing the assigned project and program management team

Builds annual goals for staff members, monitors performance against those goals, including action plans from the annual Gallup survey

Maintains relationships with key business partners and other senior leaders, as well as key contacts in the health care IT industry in order to leverage best practices

Responsible for working with key stakeholders including executives, senior leaders, and a variety of customers to successfully implement identified projects and enhancements

Performs in-depth analysis of current and future workflows, data collection, report details and other technical issues associated with the Epic EHR and designated third-party applications

Collects requirements regarding potential system enhancements or new system implementation

Manages customer expectations regarding the success of IT strategies and projects; ensures measurable outcomes are defined and reported for each strategy or project

Monitors and manages work assignments for an identified team; organizes and prioritizes tasks, tickets and deliverables

Troubleshoots, identifies root cause, and documents problems of high complexity for assigned applications and systems

Leads communication efforts related to education efforts for deployments, upgrades, optimizations and other system changes

Relies on experience and judgment to plan and accomplish goals

Performs other related duties as assigned

Familiar with standard concepts, practices, and procedures within the field

Regular and predictable attendance is an essential job function

Requirements and Minimum Qualifications:
Bachelor’s Degree in Computer Science, Business Management, Information Services, Project Management or Healthcare Administration, or an equivalent combination of education, skills and relevant experience required

Master’s Degree in Information Services, Business Administration, Healthcare Administration, Public Administration, or a related IT or healthcare field is preferred

Seven years or more of project management experience in technology implementations of packaged software solutions and infrastructure changes in a healthcare or relevant environment required

Three years or more of prior leadership experience with direct reports and project teams is required

Experience using project management, spreadsheet, and relational database computer software to analyze data and produce reports required

Demonstrated ability to develop successful collaborative working relationships with a variety of healthcare, business and IT professionals

Knowledge and application of methodologies for project management and process improvement

Demonstrated ability to communicate effectively and collaborate with groups and project leadership

Excellent oral and written communication and presentation skills

Ability to organize, prioritize and meet strict deadlines

Demonstrates analytical and problem solving skills

Practical experience with electronic health information systems including configuration, implementation, support and optimization in an ambulatory or hospital setting

Established track record in management, particularly involving successful, collaborative work with physicians and clinic leadership

Advanced understanding of the standard tools, workflow processes, and/or procedures and concepts used in the development and deployment of application software necessary to run the healthcare systems business, clinical or financial systems

Participates in director-level on-call rotation
